Easy plug and play! Which turned out to be true. It plugged in easy. I then spent hours play -ing around getting it to work. And here is how I did it.
I’m posting this because I never did find the answer here. After you have plugged it in, let Windows 10 find it, then restarted your machine. Only to find out no drivers were installed. Do this. Open Windows Update. Click View Optional Updates. Then Click Driver Updates. This Insignia adapter is evidently made by Broadcom. Find the line about Broadcom Bluetooth and click that to install.

You will have to manually update it from there and force Windows 10 to use the Windows default bluetooth drivers. I don’t know the exact steps for it as I can’t remember exactly what I did. I wen’t back to attempt to recreate the steps to list them out but since the driver took, its not allowing me to go back through the steps again and if I delete the driver it will just reinstall the default drivers since Windows recognizes they work with it.

The drivers did not automatically download as per BestBuy. Also, at first they did not show up after running Windows updates. Then the first driver to show in the optional updates was a “Realtek Semiconductor Corp.
